While we've discussed validation in multiple articles, let's return to the basics. ASQA defines validation as a quality check of the assessment process.

In essence, validation confirms which parts of an RTO's assessment process are correct and pinpoints elements for improvement. With a solid grasp of its key components, validation becomes manageable.

As stated in Clause 1.8 of the SRTOs 2015, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and adhere to the Principles of Assessment and Rules of Evidence.

The standards require RTOs to perform two types of validation.

The first kind of assessment validation ensures your RTO's assessment adheres to the training package requirements within your scope.

The second kind of validation ensures assessments are carried out in accordance with the principles of assessment and rules of evidence.

As noted earlier and in previous blog posts, validation comprises two stages: (1) assessment tool validation and (2) post-assessment validation.

Pre-assessment validation or assessment tool validation focuses on the first part of the clause, ensuring that all unit requirements are met and that workbooks are entirely compliant.

Post-assessment validation, in contrast, is about the implementation, requiring Registered Training Organisations to conduct assessments adhering to the Principles of Assessment and Rules of Evidence.

Here, we will concentrate on assessment tool validation.

Methods for Conducting Assessment Tool Validation

With a grasp of the two validation types, let’s focus on assessment tool validation.

Timing for Conducting Assessment Tool Validation

The purpose of assessment tool validation is to confirm that all elements, performance criteria, and performance and knowledge evidence are met by your assessment tools.

Therefore, whenever you acquire new learning resources, you must conduct assessment tool validation before allowing students to use them.

There's no necessity to wait for the next 5-year cycle validation schedule. Validate new resources immediately to ensure they are appropriate for student use.

However, there are additional reasons to conduct this type of validation. Perform assessment tool validation also when you:

- resources are updated by you
- new training products are added by you on scope
- course is reviewed against training product updates
- identify your learning resources as a risk during your risk assessment

As you validate your assessment tools, you will need the complete set of your learning resources:

Mapping tool – start with this document. It illustrates which assessment items address unit requirements, making validation quicker.

Learner/student workbook – assess its appropriateness for use as an assessment tool. Verify clear instructions and adequate answer fields. This is often a gap.

Assessor guide/marking guide – check that there are sufficient instructions for assessors and clear benchmarks for each assessment item. Clear benchmarks are vital for reliable assessment outcomes.

Other related resources – may include checklists, registers, and templates developed separately from the workbook and marking guide. Validate these to ensure they suit the assessment task and address unit requirements.

Validation Team

Clause 1.11 describes the requirements for validation panel members, indicating that validation can be performed by one or more persons. RTOs often require all trainers and assessors to attend, and sometimes industry experts are invited.

Collectively, your validation panel must have:

Vocational competencies and current industry skills that relate to the unit being validated

Recent knowledge and expertise in vocational teaching and learning

Any one of the following training and assessment qualifications:

Even though these are regularly addressed in VET professional development and nationally recognised training, numerous tools fail to meet these requirements.

To prevent using learning resources that do not meet some unit requirements, make sure to follow these guidelines:

Pay attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Complete each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:

diaper change

prepare bottles, bottle-feed babies, and clean equipment

prepare solid food and feed babies

respond suitably to infant signs and cues

prepare and settle babies for rest

monitor and encourage suitable physical exploration and gross motor skills for the age

Getting students to describe changing nappies for babies under 12 months doesn’t meet the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.

Having students complete the tasks listed twice on just 1 baby won’t cut it.

Every assessment item must include clear and specific benchmark answers to guide the assessor’s judgment on student competence. Consequently, ensure your instructions are clear and not confusing for students or assessors. For example:

Activity duration

Assigned roles and responsibilities

When an assessment item calls for multiple answers, indicate the number of answers a student needs to provide. This way, your assessment is reliable, and the evidence gathered is valid.

The same applies to assessment items with double-barrelled questions or those that ask for multiple answers simultaneously. Such questions can confuse both students and assessors, as illustrated in the example below:

Name a hazard and/or environmental issue in the workplace and choose the most effective hazard control hierarchy.

Possible answers could include, but are not limited to:

Weather conditions – isolation of the work area, engineering, personal protective equipment

Work area and ground conditions – elimination, isolation, use of engineering controls

People – isolating, use of engineering controls, administration

Structural hazards – substitution, isolation, use of engineering controls

Chemical hazards – isolation, use of engineering controls, administrative controls

Avoiding double-barrelled questions simplifies responses for students and allows assessors to judge competence accurately.
